Question: KOG Enrichment for high Fst values

I am doing a population study where I compare 9 populations in a pairwise manner and determine the pairwise Fst values for all the annotated genes. I then proceed by averaging out the pairwise values for every gene, to determine the average Fst value for every gene.

Now, does it make sense to take the top 10% highest Fst values and to test those genes for enrichment? As I understand, high Fst could correspond to local adaptation. How would I enrich these genes, is KOG enrichment a good idea?

Any advice/input is welcome, thank you.
