I use scopus and ISI Web of Science when doing bibliographic searches. Both systems work like a charm, but sometimes I would like to be able to sort search results by impact factor of the journal, after having entered my general query, like "molecular dynamics kinase", etc

I think it is highly unlikely that such a statement exists for any PLoS journal. Although it would not literally be against PLoS principles as they are described. See: http://www.plos.org/about/principles.php it just doesn't fit the idea they spread (especially for PLoS one) that every publication should be judged on it's own quality, not by the importance of the field.

Why would you want to prioritize scientific results based on the impact factor of the journal it is published in?

because it is required in some journals when you publish your work, to cite related papers in similar or higher IF journals

Really, this is news to me. I've never seen this stated in instructions to authors, but it may be the case. Could you provide links to journals where this is explicit policy?

plos biology for instance

Can you quote this requirement and provide a direct link? I can't find this on the PLoS Biol instructions for authors page.

It's a question I asked a 3 years ago on friendfeed:

from this discussion I wrote a tool sorting the articles using the scores from : http://www.eigenfactor.org

The tool I described in my blog ( http://plindenbaum.blogspot.com/2008/06/pubmed-impact-factors-sorting-and.html) should be still available but it still uses the 'old' impact factors.

You could could also sort your articles on the number of time they've been cited. See:
