progressive clustering with python

Hello, everyone! I have a series of number and some of them could have replicates. I would like firstly to cluster together the numbers located within 24 from one another. If a cluster size is =<24, the number with the greatest number of duplicates will be used as the representative number in the window and at the same time report the window interval. If the cluster size are >24, we first identified the number with the greatest number of replicates and make this number as representative number. Then recluster the remaining numbers located >24 away from this representative one. This process will be repeated until all numbers were clustered. Could anybody help me out? Thanks!
