I confronted the following error while trying to extract a region from ENSEMBL:

Any solution?

What are you trying to achieve with the 12 at the end?

I'm trying to retrieve the region (7311541-7311641) from the chromosome 12

If you want that region from chromosome 12, then 12:7311541..7311641 is the region you want. Before you were asking for that region on chromosome X on strand 12...which didn't make sense.
