A GSE is intrinsically linked to a GPL by virtue of the assay leading to the data for the GSE having been performed using an array described by a GPL. It is not clear from your question why one would be interested in using a different GPL than that for array that was used to generate the data. Could you give a concrete example of what you are thinking?

GPL=GEO Platform=Array Design Description

GSE=GEO Series=collection of samples and matching array design(s)
