Why some genomes are not available in genbank ftp?

I have tried to download some genomes using the genbank ftp (ftp://ftp.ncbi.nih.gov/genomes/). However I have noticed that some are available in NCBI portal but not in ftp. Example: Paenibacillus borealis

Why there is this difference between these locations?

It is available probably under the "all" subfolder, e.g. Paenibacillus borealis is here:

ftp://ftp.ncbi.nih.gov/genomes/all/GCF_000758665.1_ASM75866v1

Is there a particular reason why this genome is not included in "BACTERIA" or "BACTERIA_DRAFT" subfolder?
