What is the best bibliographic database for biomedical text mining?

If full text of articles of publications are needed to be accessed for biomedical text mining what is the best database to select which have an API? PMC or European Pubmed Central?

PMC claims 3.6 million full-text articles, European PMC is at 3.3 million. Not sure but I'm guessing they are almost identical to one another.

Is there an API available for PMC?

You can use E-utlities to interact with it. Be careful though, there are restrictions on downloading in bulk from PMC. LIkely similar restrictions on European PMC. Best to go through both websites thoroughly.
