what is mean by snp 70 k chip? How to make these in plants? What is a best approach?

SNP arrays are commercially produced by the likes of Illumina, Affymetrix and the 70K means that on a given array one will be able to genotype 70 K SNPs. Every SNP site on the chip will be interrogated by a pair of probes. Probes are complimentary to portions of DNA with a given SNP (or variant) (two probes, one for each allele in diploid organisms). So you can use that array to genotype your samples. SNP arrays for a variety of plants (e.g. cotton, soybean, tomato, etc) are already available (check the literature) but if you don't find any for your species of interest you may want to consider the Custom design tools for genotyping any variant in any species from Illumina or other companies.
