How to understand the completeness of the draft genome? Can the completeness be represented in percentage?

Percentage of universal proteins (e.g. subset of ribosomal proteins) is a relatively good estimate for genome completeness.

Thank you for your answer but can you please explain me by an example. I would like to know the subsets of ribosomal proteins too.
