Not a real job offer. OP doesn't seem to have an appropriate background to post such an offer.

Job offers must be for a real substantial -paid- bionformatics position, if it is volunteer work or freelance, this should be stated clearly. Jobs category is not for looking around if somebody has worked on a specific problem, harvesting of CVs by recruiters or for fictional positions.

What data do you plan to work with? If you want to upload variants and get annotations, there is Variant Effect Predictor, which is quite effective. If you want people to upload their BAM files or fastq reads to a website and get variant calls, you are likely looking at the wrong solution as no one would be willing to upload data from their cases onto a public website due to confidentiality protocols pertaining to research.

what basic requirement for the candidate?

I don't really understand the post. And I don't see a job offer neither. So I don't really see the point of this post - if there is one, you have to be way more specific!
