Encode http 403 error, I am being blocked?

I am receiving 403 error when I tried to download fastq from Encode. Does that mean I am being blocked?

Is there anyone could download the data from encode right now?

Usually this comes down to one of two things:
- either you have entered the wrong URL
- or the particular file you're trying to access has the wrong permissions set up.
So check option one (maybe share the URL here for people to verify) and if it looks like option two, report to the site maintainers.

Tried a random file from https://www.encodeproject.org/files/ENCFF339VJW/ and it worked.
