Sounds hard and impossible for a beginner programmer.
It's nice that you want to improve your coding skills using real life problems, but, in my humble opinion, this one is too hard. There are already quite some tools out there for target prediction, and as far as I know, they're pretty bad. Unless you have a biologically very strong hypothesis, your function is not going to be any good. And that's not because you can't program, that's because the problem is too hard.
I would suggest learning more about Python programming in biological problems using Rosalind. It's great for practising.
