Failure to launch Galaxy CloudMan instance

I am trying to get a Galaxy CloudMan instance up and running for ChIP-seq. Had some help on this forum earlier to get past initial errors. I partially launched a previous instance earlier today on the CloudLaunch "my appliances" section that has status SUCCESS but the URL is http://None/cloud , so I cannot access it. I deleted the bucket off my AWS S3 space, and there are no instances listed at all in EC2. I tried to use the Cloudlaunch app catalog to launch a successful instance of Cloudman as per the tutorial on galaxy website https://galaxyproject.org/cloudman/getting-started/

But I keep getting this error now (as that previous inaccessible instance is still floating around in my appliances):

FAILURE An error occurred (InstanceLimitExceeded) when calling the RunInstances operation: You have requested more instances (2) than your current instance limit of 1 allows for the specified instance type. Please visit http://aws.amazon.com/contact-us/ec2-request to request an adjustment to this limit.

I have double and triple checked there are no instances in my Amazon AWS account, absolutely nothing under EC2 or S3.

Help please!

Did you check each region in your AWS account?, i.e., to see if there's not any instance running? For example, you could have one running in Ireland but it would not show up for the São Paulo region (change region at top right on any page).
