Question: RefSeq Transcript without a 5'UTR?

I've noticed for this transcript (hg38 RefSeq) NM_001304569.1 the transcription start and coding start positions are the same

chr10    +     **100735708**       100829941       **100735708**       100827619

Does this indicate that there is no 5'UTR?

COMPLETENESS: complete on the 3' end.

That appears to imply that the transcript may not be complete on the 5'-end.
