RefSeq Transcript without a 5'UTR?

I'm defining exon and intron positions using the RefSeq table from UCSC. The raw table is formatted as such


CHROM    Strand    Transcription-Start    Transcription-End   Coding-Start    Coding-End  ....

I've noticed for this transcript (hg38 RefSeq) NM_001304569.1 the transcription start and coding start positions are the same

chr10    +     **100735708**       100829941       **100735708**       100827619

Does this indicate that there is no 5'UTR?

NCBI page for this accession number includes the following notes.

##RefSeq-Attributes-START##
inferred exon combination :: based on alignments, homology
##RefSeq-Attributes-END##
COMPLETENESS: complete on the 3' end.

That appears to imply that the transcript may not be complete on the 5'-end.
