Why one genbank entry has multiple CDS?

Dear all I am confused regrading prokaryotes genome annotation that how one gene for example GenBank: D16251.1 has multiple CDS. How one can explain it? This genbank contains three protein ids BAA03774.2, BAA03775.1 and BAA03776.1.

It's a piece of DNA submitted to NCBI GenBank, this stretch contains three genes. It's not a gene in genome annotation just some DNA sequencing (from 1993) that was submitted.
