how can you find the Strand (plus, minus) in NCBI database.

I am bit confused with those things, and which will be a good (graphical/Video) tool to understand the whole NCBI database and it's functions.

NCBI is a website, not just a database. Indeed, it is a little difficult to navigate, and what helps is having a clear idea of what you want accomplished.

For example, you might want to check if the gene GLA is on the + or - strand. To do that, you'd need to search the Gene database for GLA. You'd get to this page through the top result: https://www.ncbi.nlm.nih.gov/gene/2717

From there, you should be able to see that the gene is on the complement strand (in the Genomic Context panel)

That is how you get the information you need. If you wish to automate this process, I'd recommend a biomaRt approach. Search the site (and the wed) for primers on biomaRt.
