log4perl error for RGAugury.pl tool

I am new to perl and I was trying to run this tool called RGAugury.pl (https://bitbucket.org/yaanlpc/rgaugury/downloads/) which gives me this error below. Could someone help me resolve this please?

I then tried cpan Log::Log4perl::Level which gives me this error now:

Are you installing it locally or on a cluster? I am willing to bet that its a situation where you dont have root privileges.
