Question: Paired-End Data Only Has One Read Per Spot

I am exploring some data generated using drop-seq (SRR6261587). The data should contain paired-end reads and the layout agrees. Yet there is only one read per spot as indicated by both the metadata and reads. How would I generate the paired-end format from this or am I missing something?

The entry for this experiment in ENA agrees; paired data, just one read. Looking at the file, they didn't smuggle the data from read 2 in there anywhere, or interleave the reads together.
