converting duplication rate to library complexity?

Hello, Does anyone know a way to convert duplication rate and number of reads to library complexity in the form of how many reads are available to/should be sequenced?

let's say I have 600 million reads and have 70% duplication rate. is there a way to predict my duplication rate were i to sequence 300 million reads?
