I am trying to find frequency normalization of gene length. I have taken cosmic data of particular genome. So please suggest what are the methods to find out this approach?

Gene length is an absolute number. Therefore, frequency of gene length kind of makes no sense to me, please explain. Also, what are cosmic data of particular genome? Do you mean the COSMIC database? It is still unclear what data you have (mutations, RNA-seq...). Please elaborate.
