I am running MOSAIC which requires something akin to recombination rate as part of their input, however my data is in a different build than their example data. Will the recombination rates change between builds of the human genome? Or can i use their provided data for my purposes? If not how can i calculate cumulative recombination rate?

The estimates of recombination rates should be fine, the problem is that the coordinates of the positions are not the same between the different genome builds. You can try to convert the coordinates between builds, with programs like CrossMap or liftOver, or with some web service as NCBI remap.
