How to draw a figure which is a large circle containing many differently sized circles?

Hi

I read an article about metagenomics, and Figure 2 in this article is very wonderful and informative.I also have similar data， but I don't know what tools and methods can be used to achieve this figure. Especially what tools can be used to draw those circles that represent phylum of the figure?

If you are able to use R, this can be done with ggraph.

The figure in question was likely generated from multiple plots combined using something like Adobe Illustrator.
