Cloud computing is increasingly popular but not free. Galaxy is free but not command-line.
I've already visited this topic, but it is very old and some informed links are no longer available. I figured asking again could get new tips on that.

This may not be the answer you were looking for, but I will put it out there for your consideration.
Most Linux distributions are, for all practical purposes, free. Linux can be installed in dual-boot fashion alongside other operating systems such as Windows. It can be even tested from a DVD or a USB stick without modifying the existing system. All of this is to say that it takes very little money to create a Linux desktop or server, as long as you already have a computer. That may be a better choice to consider as you will have control over what is installed, rather than hoping that there is a free server out there with enough resources that will match your needs.
You can run almost any OS through Docker on almost any computer.
What kind of bio computing? I know of some resources, but they're limited by discipline.
