Is PolyA RNA-seq equal to 3'Tagged RNA-seq?

Are those two the same thing?

No, polyA-based RNA-seq only means that transcripts were extracted that are polyadenylated. These can then be used for either full-length or 3'-tagged RNA-seq. 3'-tagged only means that the 3'-part of the transcript was enriched furing library prep in contrast to the entire fragmentated transcript/cDNA.
