Do gene ontology only deal with differential expression data?

Hi what is the application range for GO analysis? Only for differential expression data? or what other data type can be used?

GO can be used with a GSEA-like algorithm for studying term enrichment in a gene set derived from any omics or *seq approach including variants, TF binding, viral integration, etc..
