Why The Same Rho-Independent Terminator Efficiency Differ So Much?

I'm working on a project about terminator efficiency and I wonder why in prokaryote rho-independent terminator differ so much in different lab measurement. LuxICDABEG (+/-) Bidirectional 0.419[CC]/0.95[JK] This bidirectional terminator shows in http://partsregistry.org/Terminators/Catalog ,lab CC and JK got forward efficiency for this terminator.One is .419 and the other is .95,can you explain why this happened?

There are a lot of differences in the two approaches. They are using different plasmid backbones, different promoters, and different fluorescent proteins. I would think any or all of those things could possibly affect the termination efficiency.

From the numbers it looks like JK's system is generally more liable to terminate for whatever reason.
