Off topic:Vcftools: Path To Installation Folder

I am trying to install VCFTools on Ubuntu, the installation instructions says:

Note that the PERL5LIB environment variable must contain the path to your VCFtools installation in order for the scripts to work.

I have copied the vcftools folder in the home fodler of ubuntu and I have ran a "make" on it, If I go to that folder I see there is "bin" folder and a "vcftools" file inside that bin folder.

So now when the instractios says set that path, should I navigate to a level before the bin folder? or should I navigate it to insdie the bin folder?

Sorry for dumb question, not a unix guy :(
