Does anyone know the probability of a transcription factor binding to a DNA?Is this probability a constant or does it vary with the circumstances?

I think for such questions, where the relation to informatics field is not clear but only appears to be a biological question, we should require to make the connection explicit.

I think you should start reading that paper. But it can involve a lot of things, like chromosome folding, DNA methylation, histone based coiling, other proteins being present on the DNA etc. Actually the status of the transcription factor itself will influence the binding as well. Things like post translational modifications leading to (in)activation and complex formation.
