The old SOAP KEGG API will not be available after Dec 2012.
The new API is built upon REST.

According to their indications, it's been moved on the kegg.jp website (instead of genome.jp.
So jump here ;-)
After digging a bit, I just made a tutorial (using iPython notebook which is awesome) on how to query KEGG using REST in Python. I hope you'll find it useful:

The only way I know is unfortunately by using the non-free access to KEGG. I guess there are alternatives, but as I had the easy solution in hand, I've not looked at it.
