Representing Genome Wide Regulatory Elements

Hi I want to represent the presence of certain important regulatory elements for each chromosome separately. I came across a particular paper (figure 2) and it suits my dataset. can anybody tell me how to make this out. below is the link to that paper

Ya found out. Its ggplot2 (dotplot).

But couldn't sort how to place the chromosome with cytobands in between also if i have a data set something like below how to plot the elements on same axis with different color representing different functional elements

bin number_of_functional_elements
1    3#promoters   
2    4#enhancers
3    9#promoters

I want to put enhancers on rightside of the axis(up) and promoters on left side of the axis (down) with different colors for each
