Use the search box or follow this link to the rat (Rattus norvegicus) entry: http://www.ncbi.nlm.nih.gov/genome/73

FTP access to the data itself is also provided and is probably what you're looking for. Be aware that, as shown in the previos link, there are different assemblies for the rat genome sequence, including total chromosomes or partial scaffolds/contigs. For example you can download the Rnor_5.0 assembly data from: ftp://ftp.ncbi.nlm.nih.gov/genbank/genomes/Eukaryotes/vertebrates_mammals/Rattus_norvegicus/Rnor_5.0/
