Mutation rate of repeat elements

Dear all,

I was told that ancestral repeats cannot be used to build a neutral model because they have a different mutation rate, but I can't find any paper that says the mutation rate of repeat sequences is abnormal. I have found papers saying that the mutation rate is high for microsatellites and tandem repeats, but is this common even when including transposable elements? If you know of any references, please let me know.
