If you know R, you could probably use the Gviz library to make a figure like that. It's good for making simple or complex track-like figures of genomic features and data.

I think the figure have been made using CLCgenomiqueworkbench. You could also make a figure like this using the R package gggenes 📦.

You can create similar images (Gene context images) using

Gene Graphics web tool by Kat Labs (https://katlabs.cc/genegraphics/tutorials)
Biorender (https://biorender.com/). Biorender has amazing esthetic features.

Do try them out.
