error downloading refseq for local BLAST install via FTP

I am having trouble downloading the refseq database required for BLAST+. I am following the instructions from http://www.ncbi.nlm.nih.gov/books/NBK52640/ but get No such file or Directory error using get command. Does anyone know if the refseq file name or path changed from this guide? if not are there any other ideas as to what is wrong? below is the my chain of commands and responses.

220 FTP Server ready.

open your browser in ftp://ftp.ncbi.nlm.nih.gov/blast/db your file refseq_rna.tar.gz doesn't exist.

but there is a set of refseq_rna.* files:
