Can I convert a beta to a standardised beta, only knowing the standard error without individual-level data? If I have a beta for snp on a trait and the standard error but do not know the standard deviation of the phenotype due to the lack of individual-level data, can I calculate the beta in terms of standard deviations?

Standardize beta as in Z-score? If it is the z-score that you are looking for, then just divide beta by the standard error is ok.
