I am newbie of Galaxy framework. I am a Python developer. I want to know if it's possible to directly upload file to data library from ftp or from the get data? Is it possible? If it's not I would like to make it that way. I wouldn't mind coding. Which is the file should I edit? Thanks.

You really don't need to make any modifications to the Galaxy framework. The convention for uploading files directly to a shared data library in Galaxy is that first you must log in with an administrator account. Then, as an administrator you may access the "admin" section of Galaxy and from there may "manage data libraries". If you have an FTP server (usually ProFTPd) running, you may configure Galaxy to monitor its public upload directory for new files and add them. You may also add files directly from the local filesystem, or import them from your current history (which is where the files will go if you use "get data"). Take a look at the section of the documentation pertaining to uploading files.
