look for genes in CTCF's domains using Hi-C data

hi, I have a list of differential peaks for CTCF binding that went up as a response of UV also, I have a list of gene that up-regulated and down-regulated as a response of UV in A549 cell line now, I would like to use Hi-C data in order to examine which genes were up/down regulated and are in the CTCF's domains. I am new to Hi-C data and would like to get some guidance I found available data in encode- https://www.encodeproject.org/experiments/ENCSR662QKG/ there are two files- contact domains and loops. and I'm not sure how to use them. thank's!
