SNPs location in DNase I hypersensitive sites, whether its in the middle or tail of DHS sites

Hi, could anyone tell me a easy way to know the location of SNPs in terms of the DHS sites? I would like to know the distribution of SNPs (percentage of SNPs in the middle of DHS site peak and in the tails of DHS site). How can I normalize the DHS peak since each one has different length?
