Conservation score extraction for bed file from hg38 phastCons30way.wib

Hi guys, I want to extract conservation for my novel identified noncoding RNAs. For this purpose I have downloaded phastcons30way.wib file from the Phascons_Score retrieval http://hgdownload.soe.ucsc.edu/gbdb/hg38/multiz30way/. I have tried to follow tutorial given in the biostar post Obtaining phastCons conservation score for every gene in the Human genome. However in the tutorial it start from the bigwig files, but I have downloaded file in .wib format. My question is how to convert this .wib file to .wig file and extract the conservation score for the my sequences defined in bed format. Thank you in advance.
