"significantly different" heritability

Hi all, basic statistics question here.

I have heritability values of 33 phenotypes from 2 separate tissues. By running a simple Pearson's correlation test, I can see that there is a significant positive correlation between these 2 groups. However, there are some outlier phenotypes, which clearly do not follow this positive correlation trend. I want to see if the heritability of these outliers are "significantly different" between 2 tissues. Not sure if my question statistically makes sense, but I'd appreciate any help.
