I have a question about the Ensembl transcripts release, are these transcripts (e.g. ENST####) from certain cell types?

Not an RNA-seq expert - but transcripts are supposed to be parts of the genome right? It is the abundance levels that might vary across cells for different transcripts (making them cell-type specific) but not the sequences of transcripts? Ensembl essentially hosts information on the genome and transcriptome but not so much on the level of cell-type expression levels (if I understand Ensembl correctly).
