What does it mean to have secondary peak amplitude being higher than the primary peak value in ab1 files?

Hi,i am working with the raw ab1 files. what does it mean to have secondary peak amplitude value higher than the primary peak value for a position with very low quality. Does this mean the primary call made by the sequencer is wrong or should the secondary call made itself should be given low weightage as the quality for the specific base being very low.
