rerunning workflows with --cachedir sometimes repeats steps despite no changes to input

I have been trying to use the --cachedir option when running my workflow so I do not have to recompute every step every time. When running it a couple of times in succession without changing anything, some steps of the workflow are still recomputed. I have also observed that the first step that is recomputed can be a different step.

If this is unexpected behaviour, I am not too sure how to provide a reproducible example or what kind of diagnostics one would like to see to get to the bottom of this?
