test_reads.fa file from velvet data folder contains single-end reads or paired-end reads?

Hello All, I am doing some assembly experiments with velvet. When i read velvet manual i came across the command "./velveth sillyDirectory 21 -shortPaired data/test_reads.fa". Here the parameter -shortPaired says that test_reads.fa is a paired-end reads file. Is it true? I think it should be single-end reads file. Please correct me if i am wrong. Thanks in advance.
