It is hard to say without knowing how much data do you have, and if you are planning to analyze metagenomics data routinely

You could use two EC2 instances: 1)m5d.4xlarge, 1.064 USD per hour, 16 vCPU, 64 GiB RAM, 2x300 SSD NVMe; 2) m5d.8xlarge, 3.192 USD per hour, 32 vCPU, 128 GibB RAM, 2 x 600 SSD NVMe

With 30 gig of raw data, cleaning your libraries and removing identical reads should allow you to work with the m5d.4xlarge.

To have an "idea" of how long should take the analysis, look at the benchmarks of the softwares/pipeline you are going to use.
