I can't download gencode.v37lift37.annotation.gtf.gz. It seems that the service has some problems. Who can help me?

What code are you using to download it, and what error are you getting?

Are you using chrome browser? If so try a different browser. Chrome has disabled plain FTP by default (though it can be re-enabled, search for instructions).

I am able to download the GTF file using firefox.
