Yes, a tiling array can be used to determine which strand was transcribed, because tiling arrays are composed of single stranded oligos representing each strand independently. Most protocols for labeling cDNA (or cRNA) from the purified transcribed RNA label a specific strand. Thus since the array contains oligos that are strand-specific, and the labeling protocols are strand-specific, one can deduce which strand must have been transcribed based on the hybridization signal. There are however, a variety of different kinds of tiling arrays, and the resolution, and strand coverage can differ quite a bit which can influence what you can deduce (thus without specifics on what kind of tiling arrays you are thinking about, it's hard to give a more specific answer). Nonetheless, since tiling arrays are strand-specific, they can give strand specific answers.
