Where to find GATK4 ACNV

I'm interested in finding the tool GATK4 ACNV to generate segmentation files to use with ABSOLUTE.

I wanted to use this tool to run locally, however from what I see it is only available on Firecloud and for Broad internal use.

Is there a way for someone outside Broad Institute to use this tool?
