how to use Hemtools bed2vcf?

I need to use Hemtools to convert a bed file to vcf. I have this manual bu I didn't understand how to use it from this manual. Should I download the source code from github or pip or with anything else. And after setting up, where to use the bed2vcf.py, in terminal or in python code. Any help will be appreciated. (I am using a remote linux server)
