I am trying to download bacterial wgs latest database. Earlier I did download the database from the given link instruction, but I can't find out if it latest or not.

Are you sure you want to do this? There are thousands of bacterial genomes at NCBI at this point. You will find them here.

RefSeq: https://ftp.ncbi.nih.gov/genomes/refseq/bacteria/

NCBI makes a representative prokaryotic genomes blast database index available. You can find it under the name ref_prok_rep_genomes at https://ftp.ncbi.nih.gov/blast/db/
